Benazir Income Support Program Update through Public Registration Service 2025

Under the Benazir Income Support Program update, several major changes have been made through the Public Registration Service in 2025 to provide financial assistance to deserving women in a more transparent and effective manner. Under this update, 1.9 million old beneficiaries have been removed from the program while 887,000 new women have been included. The government has announced that from January 2026, an amount of Rs 14,500 will be given to all eligible women, and a proposal to increase it by another Rs 500 is also under consideration.

In addition, the PMT score for widows has been set at 35 and for women with disabled children at 37 so that they are not excluded from the program. The PMT score for general deserving women has been capped at 32, which will be effective until June 6, 2026. According to the new policy, payments will start after one year after conducting a dynamic survey, when the account is activated.

The new update of the Benazir Income Support Program has also made major changes in the payment method. Now, instead of Bank Alfalah and Bank of Punjab, payments are being considered from Jazz Cash and Pakistan Post. Along with this, all women have been instructed to get money only from their district. Moreover, the government is also considering introducing welfare schemes like interest-free loans, Waseela Taleem, Himmat Card, Buzurg Card and Kisan Card so that women can become independent.

Major Beneficiary Restructuring in 2025

In a big move, around 1.9 million women were removed from the Benazir Income Support Program. Most of these women were no longer meeting the required criteria. In their place, the government has added 887,000 new women who have recently registered and passed the updated eligibility process.

This change helps make the system more transparent and ensures that only truly deserving women benefit.

Increased Stipend from January 2026

A major announcement is that all eligible women will start receiving Rs. 14,500 per quarter from January 2026. This amount has been increased to help poor families cope with inflation, buy daily essentials, and manage children’s school expenses.

Additionally, there is a strong proposal to increase the stipend by Rs. 500 more, which is under serious consideration and may be implemented alongside the new amount.

Revised PMT Score Rules

The government has also revised the PMT (Proxy Means Test) Score, which decides eligibility:

  • Widowed women will continue to receive benefits as long as their PMT score remains 35 or below.
  • Women with disabled children will be allowed a PMT score of up to 37 without losing eligibility.
  • Regular women beneficiaries will have their PMT score fixed at 32 until June 6, 2026.

These PMT rules are designed to protect vulnerable families and prevent wrongful disqualifications due to minor score changes.

Validation Period for Survey Increased to 1 Year

The validation process for the dynamic survey has also changed. Now, once a woman completes her survey, her account and eligibility will remain under review for a full year.

Even if she is found eligible, her payments will only begin after 12 months, once her bank account is opened and activated. This change helps the program plan better and prevents fraud or duplicate entries.

New Payment Channels Being Considered

The BISP is also changing how payments are delivered. The plan is to move away from traditional banks like Bank of Punjab and Bank Alfalah, and instead use JazzCash and other mobile wallet services.

There is also discussion to use the Pakistan Post Office for delivering payments, especially to help rural women collect money closer to home.

Additionally, the government has now enforced a rule that payments must be collected from the registered district only. For example, if a woman is registered in Islamabad, she cannot collect payments from another city like Faisalabad.

Interest-Free Loans & Additional Services Under Review

Exciting plans are also under discussion to offer interest-free loans to eligible women under BISP. These loans can help women start small businesses, manage home expenses, or support children’s education.

Several welfare schemes might also be linked with the Benazir Income Support Program, including:

  • Waseela Taleem – support for school-going children
  • Himmat Card – for differently-abled individuals
  • Ba-Himmat Buzurg Program – benefits for elderly citizens
  • Kisan Card – support for farmers
  • Livestock support services

All of these services may soon be available through JazzCash or similar platforms, making them easy to access from mobile phones.

What Should Beneficiaries Do Now?

If you are already receiving benefits or planning to register, here is what you should do:

  • Complete your dynamic survey as soon as possible.
  • Keep your PMT score in check, especially if you are a widow or have a disabled child.
  • Understand that even if you are eligible, payments will start after 12 months.
  • Make sure to collect payments from your registered district only.
